Lack of agility - a public procurement problem?

At the IT Procurement Conference 2017 in Berne, Eraneos underlined its extensive experience in the agile environment of WTO procurement.


According to popular opinion, public procurement in the administration is an obstacle to agility. Where is the leeway when scope, costs and deadlines are fixed? How is change management handled? How can costs be estimated?


Eraneos first outlined the limitations of agile software development in public procurement and compared them to the situation in the private sector. It became clear that it is not the procurement process itself that restricts agility in public administration, but other circumstances that create a certain sluggishness to which larger companies in the private sector are equally subject. Afterwards, Dr. Roger Mosimann, division manager at Eraneos, explained the conditions under which actual agility can be found in the private sector and derived the most important points to be taken into account in public procurement on the basis of practical examples. If the corresponding framework conditions are given, agility in software development can also be lived in the public environment.
