ICT procurement

Challenges and solutions

A presentation by Roger Mosimann from the point of view of computer science at the SVöB after-work talk.

Dr. Roger Mosimann gave a presentation on the current challenges and possible solutions for ICT procurement from the perspective of an IT consultant at the Swiss Association for Public Procurement (SVöB). Afterwards, exciting discussions developed during which the dialogue procedure in particular was intensively discussed and the opportunities and risks were weighed up. The different perspectives on the topic were interesting, as representatives of large providers, representatives of awarding authorities and legal experts were present. The following two perspectives were discussed: the legal view on procurement and the project view with the project objective.

The central message of the presentation was not to lose the courage to take a certain risk and to make use of the scope permitted by law. Otherwise, there would be a danger that the overall project objective would ultimately not be achieved. Another important finding was that a large and complex project is always a partnership between the client and the contractor and is regarded as an absolute core aspect of success.
