Protection Needs Analysis Smart Metering in Switzerland
"Smart metering" and "intelligent measuring systems" help to increase energy efficiency and save electricity. In addition, they support novel functionalities of the power grid. Intelligent metering systems are an integral part of the Energy Strategy 2050 and indirectly belong to Switzerland's critical infrastructures.
On the basis of a protection requirements analysis (SBA), possible weak points and threats with regard to intelligent metering systems can be identified. In addition, identified risks can be effectively reduced by implementing the security measures recommended in the SBA.
This SBA is intended to serve as a basis for the industry in the development of concrete ICT security requirements with regard to smart metering and, if necessary, to allow other interested players to assess the risks in this area. The study has a universal character. While the product-specific safety of intelligent measurement systems must be guaranteed uniformly, organisational and operational measures should be adapted to concrete implementation projects.
